    将军改革计划

    不如举办“北京人资格考试”

        中国人民大学国际关系学院教授,中国国民党革命委员会北京市委员会委员,北京市政协委员张惟英去年的地域歧视言论,让媒体足足热闹了半年,名气之大,如果大学里有“中国歧视学”,可能多数论文都不得不引用到她的高论。所谓太阳每天都是新的,愚蠢每天都是旧的,这几天,北京又出现了地域歧视论者,据《新京报》1月19日报道,“在本月上旬举行的朝阳区人代会上,朝阳区人大代表耿素玲提交了一份《关于向在北京居住两年以下的外地人员征收商品房税的建议》。她建议的主旨是:外地人员在北京购买商品房应该缴纳北京地方税。”
        虽然中国存在着大量的地域歧视,但是“中国公民在中国领土上应该受到平等对待”似乎已属于不必争论的常识了,所以从张惟英到耿素玲,舆论几乎是清一色的谴责,有人说这两位如果上上网,看看新闻论坛里的嘲讽她们的评论,可能会活活气死。
        就算不上网,在中国的各类大小报刊中,地域歧视言论也绝没有市场了,此类看法就跟支持奴隶制一样,显得又陈旧又荒唐。但是张惟英是大学教授,北京市政协委员,以精英的面目出现;而耿素玲是朝阳区人大代表,显得大众一些,相对草根;这两人背景不同,没有交集,却发出了相同的声音。这说明“地域歧视”观念在一些代表与委员当中还是强势思维方式,她们的观念与时代格格不入,与大众的期待相反,看起来她们可能早就关闭了接受新知识的脑部功能了,内心有水泼不进的小宇宙,自成体系。
        这种习性,作为普遍人,可能只能危害自己,可是她们都是代表与委员,要具备反映民意的能力,提出的议案要利于社会融合,消解由于人为制造的差异在人心里埋下的仇恨。但是她们抛出的震撼弹却在撕裂社会,挑动对立与愤怒,与主流民意格格不入,我想,她们可能丧失了作为“政协委员”与“人大代表”的应该具有的参政议政能力,可以考虑把这些位置让给善于倾听民众声音的人。
        耿素玲说:“北京本来就不是谁想来就来的,你说美国的哈佛大学,谁想进就进吗?我们现在说平等,说以人为本,但来北京定居是需要门槛的,不然谁都可以来了。”这段逻辑混乱的话我听不太懂,但是就算北京是哈佛大学这个类比成立,北京既然不是谁想来就可以来的,那么,北京也不是谁想留就可以留的,不妨举行全国统一的“北京人资格”考试,通过的人就当北京人,如果耿素玲考试不及格,就搬出北京吧。
        而人大代表与政协委员可能相当于哈佛大学的教授了,要保住教职,更得测一测有没有基本的素养,文盲、法盲、科盲、用脑时又显得相对吃力的人,当然必须解聘,贻笑大方是小事,误国误民是大事。

    “养熊取胆”就是虐待动物

        有一种奇怪的逻辑挺流行的:因为中国是一个发展中国家,所以不能太精致,一切事情都得围绕着GDP这个G点。于是矿工的国耻一般的高死亡率也可以解读成为高尚地为国奉献,因为要保障他们的安全,煤矿的生产就会降下来;而日益恶化的环境污染也可以放任,因为严格执行环保指标,照顾公民的健康,工厂就得关掉一大半;而认真保护知识产权,就会有利于美国人赚钱……
        在大江源头放毒,让煤矿里的爆炸一次接着一次,这样的事情,有人呼吁要解决,似乎都变得与GDP过不去,坏了大家的爽快;仿佛是一个不食人间烟火的小资产阶级分子。问题是,指望水可以喝,矿井不变成炸药桶,这是人活着的基本要求,已经相当简陋了,却被划归到精致领域。这可能真是长期粗鄙化的结局,对人对物都以冷酷为出发点,搞得久了,就以为让人有个人样都是不可能的事情。
        在这种背景下,国家林业局野生动植物保护司副司长王伟的抱怨就显得相当真诚了,据新华网1月12日报道,王副司长说:“中国‘养熊取胆’技术和条件已发生根本性改进,‘养熊取胆’场已由上世纪九十年代初的480多家下降至目前的68家。中国现阶段‘养熊取胆’将从前用‘铁背心’、‘小铁笼’对待取胆熊的做法,基本改进为‘自体造管引流’、‘无痛操作’和‘保障养殖熊活动空间’的新型方式。部分组织或个人仍用过去的或非法个案的照片和录影渲染中国‘养熊取胆’的现状,这是对现实的歪曲,明显存在为筹集资金误导捐赠人的倾向。熊胆是传统中药中的重要原料,其综合功效尚无法用其它药物替代,须使用熊胆的中药达123个品种,并且有大量病患者需要依赖上述中药治病疗伤。”
        我记得,老虎浑身上下都被中医当成了“重要原料”,功效更是“无法替代”的,现在不用了,医药事业照样没有崩溃。只要中国还有一家“养熊取胆”场,就始终得承受“部分组织与个人”的批评,无论你采取任何“技术进步”,用什么时候的照片,你都是从活生生的动物身上取出它的胆汁,你硬要说它不会痛,符合动物福利,谁信呀。让信的人用如此方法取点胆汁,看看会不会痛。
        在中国的现状下谈动物福利,其实相当于痴人说梦。之所以还要继续说这个梦,至少可以让我们自己知道,有些精致生活真的是离我们相当远的,有些敏感的心灵在我们这儿不合时宜。
        当然,更痴的人说更痴的梦,就是宣布中国的动物福利已经相当好了。你说要有动物福利,我就大喇喇宣布新式“养熊取胆”是动物福利。你有千般要求,我的嘴里都有阿里巴巴的咒语,应有尽有。知道自己的低下才会想着往上走,对任何批评都采取鬼打墙一样的反批评,可能就会一直呆在低地。
        王副司长对“养熊取胆”的认知,反证了我们的动物福利真是做得不够好。

    after several days had passed,
    king agrippa and bernice arrived at caesarea to welcome festus.
    since they were staying there several days,
    festus laid paul's case before the king,saying,
    "there is a man here who was left in prison by felix.
    when i was in jerusalem,
    the chiel priests and the elders of the jews informed me
    about him and asked for a sentence against him.
    i told them that it was not the custom of the romans
    to hand over anyone before the accuseed had met the accusers
    face to face and had been given an opportunity
    to make a defense against the charge.
    so when they met here,
    i lost no time,
    but on the next day took my seat on the tribunal and odered the man to be brought.
    when the accusers stood up,
    they did not charge him with any of the crimes that i was expecting.
    instead they had certain points of disagreement with him
    about their own religion and about a certain jesus,
    who had died,
    but whom paul asserted to be alive.
    since i was at a loss how to investigate these questions,
    i asked whether he wished to go to jerusalem and be tried there on these charges.
    but when paul had appealed to be kept in custody
    for the decision of his imperial majesty,
    i ordered him to be held until i could send him to the emperor."
    agrippa said to festus,
    "i would like to hear the man myself."
    "tomorrow,"he said,"you will hear him."

    "i am appealing to the emperor's tribunal;

    for which i deserve to die,
    i am not trying to escape death;
    but if there is nothing to their charges against me,
    no one can turn me over to them.
    i appeal to the emperor."
    then festus,
    after he had conferred with his council,replied,
    "you have appealed to the emperor;
    to the emperor you will go."
